I feel like you could make an argument for any of these guys being in an actual LOW set. Especially ex ECW and WWF stars like Meanie and Jim Powers. I thought the same thing about Mildred Burke. Would anyone have complained if these were the 8th, 9th and 10th cards in Legends 12?
In short, whole list is stacked. Any 3 could be considered a home run for PDF's.
