So, I have most of the Legends cards, but have yet to put together a fed (or feds). I have basically not decided on how to put it together yet. I've thought about starting with all of the early wrestlers and then bring in the newer ones as the fed moves forward, but the problem with that is with each new Legends release there are a mix of older wrestlers and newer ones...then I thought about treating each release as a new game year (different time line than "real life"), but that has disadvantages as well...Any suggestions would be appreciated.

If I might suggest something, maybe you can split your cards up into multiple feds all under one banner, like some of the guys do like calling it the NWA or LOW.
You can then put guys into each individual fed as you desire.

If I was playing legends and started a LOW style fed. I would start with at least a starter set and one other edition to get an idea for a roster. Each LOW edition can be treated like a new year (your choice on what year it would be). And go from there. At least that is how I would have done it. A suggestion that I hope can give you some good ideas. But the real fun comes from how you would do it. That's where the true heart and soul comes from. Is knowing that you created your own fed that others enjoy reading about.

Pick 24 cards and start a fed. 12 heels and 12 faces. That's how I started my original COTG fed back in 1989 or whatever. When you get tired of someone, remove them and insert someone new.
