This one is fairly simple in my eyes.
Writers trying to write a sports entertainment show instead of bookers booking a wrestling card.
Unfortunately those days are likely long gone and that is a bummer.
That said, you could also make the case everyone is guilty to one degree or another. Just like when it comes to success, everything has to go perfect for something to fail as spectacularly as the way Reign's push has.

I'd love to know who thought Roman complaining about his co worker missing work and getting preferential treatment would get him over The 'conspiracy' angle is weird. I had RAW on in the background last night, only kind of paying attention. Did Roman really say that booking him vs. The Universal Champion was a conspiracy against him??

The only WWE I have watched in 12 months in the Royal Rumble and Wrestlemania...and I didn't even make it to the Brock Vs Roman match as I honestly don't enjoy watching either Brock or Reigns. Brock is a phenomenal athlete, but his matches I find very repetitive in an attempt to make them as real as possible in an unrealistic World. Anyway- who's to blame? Whoever it is who is refusing to turn Reigns heel. He could be the biggest d*ck heel there has been in years and it would work. His whiny baby face routine seems to only fuel the fire of the fans who hate his guts for him being forced down their throats. I don't think he's a bad worker either (except for when he loads up that Superman punch- urgh.) Turn him heel, change is look (I hate that he dresses like Attitude Era Bossman) and make him a flat track bully with a shit- eating grin.

If Roman would've won the 2015 Royal Rumble without help from The Rock, maybe things would be different now. If Roman hadn't got suspended for a "wellness violation" AKA a failed drug test, maybe things would be different now. I think Vince knew that he couldn't have Roman win at Wrestlemania because fans were chanting "One more time" when Lesnar repeatedly hit a handcuffed Roman with a steel chair. The fans would have booed Roman out of the building. That's why the tiyle will probably change hands in Saudi Arabia where the crowd may actually cheer a Roman win. But the first time he shows up on Raw with the belt, the fans will boo because they want to see a talented wrestler who Vince refuses to push like Finn Balor win the belt.

Roman winning the 2015 Rumble in any way, shape or form wouldn't have changed anything. Roman's wellness violation has nothing to do with how badly they've booked him. They force fed Roman harder than they did anyone else and gave him the worst possible material to work with. The bigger picture is if they didn't change his character from what it was in the Shield, maybe things would be different. If they didn't try to make him into Cena, Rock and Austin at the same time and gave him his own identity, maybe things would be different. Maybe if they actually had a clue how to book a top babyface, things would be different. They were going to push Balor with the belt, but then he got Rollins'd and they seem hesitant to get him back to the title.

The initial failure was due to the WWE pushing Reigns ahead of Daniel Bryan. Everything after that is the backlash from the WWE trying to tell the fans who to like instead of pushing wrestlers the fans already like.
