I ran into the same problem. Here's what I did.
I split up my cards into three rosters. Nominally, there's a classic/vintage wrestling roster, a contemporary wrestling roster and a southern-fried rasslin' roster.
Now, these rosters are pretty huge. But only 10-15 of the guys are "active" at any time. When a team or a wrestler cycles out, someone else cycles in. I allow for some guys from the other rosters to get to come into the other rosters for a brief period of time. Hence, the Heartbreak Express are my World Tag champs. They're on the "future" or "contemporary" roster but technically captured the classic roster's tag title.
If you cycle the guys out regularly (usually a guy or team on my roster has to go if he loses 3 matches while unranked), then you'll always have an influx of guys at a fairly rapid clip. So you'll see more wrestlers getting used with roughly the same amount of cards but probably fewer matches. You'll also get cross-pollination of the rosters. I roll a die. On a 1-4, I pick from the roster the fed represents. On a 5, I pick from the second roster. On a 6, I pick from the third.
And the feds will remain manageable. At this point, my classic fed runs a "season" of 20 cards. With 2-3 of those cards featuring wrestlers or teams from ALL the rosters facing off in a tournament. Then, in my "off-season", I have shorter runs with the other two feds.
I've tried to maximize my reach into the roster, getting more guys visibility. But I didn't want to kill myself with a herculean list of federations and I didn't want to completely constrain my guys into divisions.
Through trial and error, I've arrived at the system I'm currently using. It's never been better, really.

I'm getting ready to split, once I intro Legends Hardcore, into Central states and Mid Atlantic (Memphis stands alone), but that's not a bad idea.

Try a smaller WWWF Notheast Territory Or Capitol Wrestling but make it a division of the NWA
.....and the LOTF guys could always be spread out or put in a ROH type fed

I introduce Legends in the order in which each game edition appears. I've always been curious about doing a clean slate and using the wrestlers set-by-set in that way. I'd probably still stick with the basic foundation I'm using at this point, though. It just allows me the opportunity to cycle guys in-and-out pretty quickly. Like when they're having a bad run. Or when I just get tired of them, give them one last title shot and send them on their way if they lose. I randomly select from the roster of inactive guys. Like 4-6 of them when an opening pops up. Then I pick the one I want to give a try on the active list. Usually, that's a card that hasn't seen use in a while (or ever). That guy, gal or team basically has 2-3 chances to get on the contender list and stay active. Otherwise, buh-bye. And then the big tournaments feature nothing BUT inactive cards. So I get to see 16-32 competitors 2-3 times a season that I otherwise wouldn't. It's not for everyone. But it works for me, given the high volume of cards versus the low number of slots available on the shows.

The trick is really to create a gimmick for the new territory.....
An ECW with no DQ does not really work well......since it it is tough to create good heels without the DQ.......
Maybe try a Heel Commissioner or have the group splinter from the NWA as a storyline....
My third fed I went with a UWF (and based it in VEGAS) I made it a high concept TV driven Fed.......heavy on feuds and "stolen" stars from the other brands......Bill Watts is in charge and promtes unity against the other two territories......
will lead to a WWF-UWF War Games before years end......So far So good...

Here's what I do. I run four feds under the LOW (Legends of Wrestling) banner which I pattern after the territory days. I have a northeast, southern, midwest/west coast, and International promotion. I generally field rosters of about thirty in each group and keep a fifth group as an "inactive roster" where i keep everyone that I'm not currently using.
My champions tour each promotion and the women, midget wrestlers, and Andre the Giant are touring attractions. I rotate cards having one for each promotion so it's like a cycle. I find it a good way to play and I'm able to keep things fresh trading guys between the groups and acquiring guys off the inactive list when I feel a change is needed.
When I get a new set I almost always introduce the new guys and send some of the regular roster to the inactive list, usually splitting up the new set by sending three guys to each promotion. I should also note I use some bootlegs so my roster is pretty full (though i don't have the LOTF sets yet) and sometimes seems overwhelming but I manage to work it out in the end. I have also toyed with the idea of having the inactive list running "outlaw/independent" shows in order to keep everyone in the mix in some capacity.

Try something totally outside the box. Make a training fed where only the guys that get to be champions in your training fed get to go to the federations that you have going now. That way new faces show up in the fed and you can use everyone and have a another fed to boot.

I have four feds now as I too wanted to use all the cards. Rosters are manageable sizes now. I'll have guys move around and have done a random draft before.

I'm about a month away from starting a new year and my third promotion. I combined a few ideas you guys had and came up with...
a fed that will have 8 teams of 4 guys (2 singles and 1 tag team) I'm still considering if the 2 singles wrestlers should be 1 face and 1 heel and a tag team OR 2 faces/2 heels and a tag team. It will kinda be like the GWF's Sudden Death where points are given for victories. The top team will join their choice of NWA or AWA. The 2nd place team will get to join the fed team one doesn't choose. The other 6 teams will try again next time.
The fed will start with guys who aren't doing a whole lot in their current feds or just aren't doing too well.
Now just to come up with a name and I'm kinda thinking of going with "NXT" because these guys are trying to get to the next level by joining the NWA or AWA.

I like the whole AWA vs. NWA angle I've seen in a few feds.
