Quetzal would make sense especially if it's just a tweaking more than a full blown update

It's not Quetzal. The 10th card (without new art) is for someone who is returning, not a currently active fighter. I had only asked for clearance for 9 drawings initially and then decided late in the process to go with a 10th card. But it'll be fine, I promise.
