I remember there being a chart that I think Werner made way back when that had a bunch of us on it as local hero type jobbers that had really basic stats that you could use as whomever. I should see if I still have it.

I've also found that Hobo and Manimal are pretty good for this role. There are others throughout the indy sets that are pretty low on the old Rahl Rating charts.

Pretty much a good portion of the non ROH guys (and even a few of them) are on the lower end of the card stats wise.
