Thing was......Rude simply wasn't there at the point he could have won the title and by the time he was at that point (when he was in WCW), he got injured and that was that.
Steamboat, Piper, Perfect, Vader and Orndorff. Honorable mentions to classic wrestlers Gorilla Monsoon and Peter Maivia.

Steamboat and Piper, for sure... It would have been cool to see Jake win the IC belt at some point, but I never saw him as World title material...
And I've gotta mention Sting... When he finally arrived in the 'E, I actually thought he was going to win the Rumble and then claim the title at WrestleMania... Thought that would've been pretty cool.

I think the best time for Piper to have been champion would have been with his feud with Hogan. Show that he could out think the muscle head Hogan. Piper to me was more the thinking man's wrestler. But, then Piper was in a class of his own that he really didn't need a title to draw people.
I think Lex Luger was a much bigger star under the WWE company, than with WCW/NWA. He should have stayed there instead of going back to WCW in 94 or 95. Eric Bisoff has said he didn't want Lex but did it as a favor for Sting and cut Lex's contact to nothing.

During the Hogan era, there were small windows where both Ted Dibiase and Mr. Perfect could have and should have been WWF champion.
There was probably a point between WM 1 - 3 where Piper could have held it before dropping it back to Hogan.
Right before WM 3, Orndorff almost beat Hogan in a cage match. Hogan would have won the belt back at WM 3 had Andre not been able to go.
So my votes go to Dibiase, Perfect and Piper w Orndorff as honorable mention.

I know, sorta technically he held the title and I also know he didn’t need it at all but I would have liked to have seen Andre get a decent run with it.
