Here’s a question for you, I will omit the names so not to play into the decision ...
what’s more impressive? Four real short reigns with the top title (we will say totaling half a year) or a two year run with the IP title?

I voted for Multiple Short reigns but The Honky Tonk Man is The Greatest Intercontinental Champion of ALL time.

I went against the popular opinion and took the long secondary title. The long reigns for RVD with the ECW TV title and Honky Tonk Man with the IC title really added a ton to their character and mystique.

Depends on competition standard Yeah, there are alot of variables that would have to be considered. For example, last night on RAW, Heath Slater got a title shot against Drew McIntyre and got squashed (no offense to Heath Slater and I liked how Dolph Ziggler brought Slater in for 1 last appearance as it made perfect storyline sense given McIntyre and Slater's history together.) Overall though I voted for multiple short reigns with the main championship since that is the top prize. I will probably never have someone with a 2 year reign with a secondary championship because in my feds I actually allow a wrestler with a secondary title to cash it in for a shot at the main championship provided they have held that secondary title for at least 6 months of game time. Under these standards following the 6 month minimum rule, in my LOW fed, Harley Race recently cashed in his Intercontinental Championship for a title shot against World Champion Bruiser Brody and in my COTG fed Animal Pack cashed in their IP Tag Team Championship for a title shot against Brute and Massacre. Race won and Animal Pack lost, but in both cases these secondary championships became temporarily vacated as those champions were willing to put their titles on the line in pursuit of the bigger championship.

The four short reigns (one title successful title defense BTW) - beat Mayhem who had held belt a year - lost to Star Warrior - beat Star Warrior - lost to Vengeance - beat Vengeance - lost to Vengeance - beat Vengeance
IP champ has beaten the person mentioned above to win title, beat mattock, Lear, Star Warrior, Star Warrior, runner up in MegaTournament, Mesmer, dragon master, matador, pulsar prime, Wolf, pulsar prime, dreadnaught, downgraded Thantos, alpha force, matador, Mesmer, splatter, made final four of MegaTournamnet lost to Pulsar, Pegasus, viper and is just leaving a feud with Massif, note he does have a few losses in there but in non title situations.

@ Vegas I am contemplating that at the moment but letting the wrestler chase history for now before I push him again at the top title. Him and Wolf seem to falter when the top title is on the line.

Depends on competition they face. If top guys for that level and defending on regular basis then I'm going for top title. Losing is of course a negative but regaining is a positive.
