Akuma the Ninja is a First Ballot All-Time garnering EVERY VOTE HOF bootleg...nuff said.
Another guy I though was ground breaking and had a lot of fun playing was el Pantera Negro. A Tim Dalton creation drawn by, I believe, Paul Barnes.

Deep, deep, DEEP cut here (which sort of goes against the purpose of a Hall of Fame, but whatever) but Brent Rotunno's Captain Duh--a low-level job guy who took a bad bump and woke up thinking he was a superhero. He was the hit of the first GalactiCon I went to in 1994. Tom straight-up told him that if he'd entered him into the first CAC contest he probably would have won.
But yeah, Akuma the Ninja is sort of the most inner of inner circle here. Bootlegs were probably inevitable but he's still the one who kickstarted the whole process.
Dave Shaffer's SWA set would be up there with the early nGo guys (and the later ones, but the early guys like Jade Dynasty and Armageddon and Homicide fit in so perfectly with the larger GWF universe, as did the SWA).

Yes, Paul Barnes drew both El Pantera Negro and Tex Remington at his kitchen table before we went to see UFC #3 in Charlotte. Good to see Akuma mentioned prominently, as Steve Minskoff really got the bootleg ball rolling with that. Another fairly early bootleg I recall being a hot property was Crow, although I never had the original and have no clue who was behind it.

There were.many great ones... iconic ones for.me were Akuma, Tex Remington, El Pantera Negro, Dogma, Crow, Halcon Oro, & Varsity. The latter two might be disqualified as they later became official characters.

I'm about 90% sure Crow was a Jamie B. Wilson guy. The super-ultra-psycho hardcore stuff was never quite for me but it certainly tapped into that '90s aesthetic.
Mike Fortune's Big Top Terror (Korr and Walter--though not WALTER) deserve mention as well.

The first that comes to my mind is Brian Barrow's GOLDBERG! Now, THERE was a Rahl Rated 50+ card, oh man! I remember asking Brian about the fact he gave Goldy a "PIN 3 (0)", since I hadn't seen that before up to that point! Brian's response was something like, "It's GOLDBERG, man! He's unstoppable!"
Anyway, I wouldn't even know where to begin on a Bootleg Hall of Fame! I've seen WAY too many to choose!

Todd C WTIC Goldberg was so hard to stat, everyone differs on how strong a card he should have. So many variables. I remember Goldstein from the nGo set, there was Major Muscle from Grumpy Big Bee's sets. There was Super Destroyer from Dale Blomquist's HCW sets. I think most of these were just in appearance of Goldberg, not stated like him. It would have been cool to have one from Cloneworld in the GWFZ or something, but it never came about.

I did love the way the NGO sets were created that was my goal to do something close or even better then the NGO back then.
