So I am reading the handbooks for Classics 2074, 2079, 2084 and 2086. I am trying to figure out the starting roster for 2074. Is it a fill in the rest of the roster thing where I know some of the wrestlers in that year but it is really up to me who else is in?

It's up to you promoter! If you don't have the Early Classics set, maybe use some guys from GWFZ Territories to fill out the roster?

Up to you but also depends on how big you want the roster out of the gate. The early years can be like you just starting from the ground up. A small roster that builds over time.

Also if you have the old Promoter Primes (the digital ones) There's a slew of characters you can use to fill out the roster if you lack Early Classics.

You could also use FTR sets for Early Classics era as well.

As someone running an Classics fed without EC, I’ve been using the Lost-Found guys to pad out the roster, along with Justin Case’s Genesis bootlegs (Dirge the Decapitator has arrived in the GWF with his proto Gladiators of Aethra to claim revenge against Screw and Sampson Silver) and a mix of bootlegs (Zarius shows up to defend his SCW belt before returning as Code Enforcer and the Hechilles ‘In The Zone’ card). I also plan to take a crack at tweaking cards down the line to downgrade some of the cards.
