Claudio suffers from that his Chikara card is so out of date and his KOW actually represents him before that so he hasn't had a card for him in the last 10 years.
Jannetty definitely needs one especially to fight Rose and Somers.

Danielson, London, Kendrick, McGuiness, Cabana, Castagnoli, Moxley and Black will all not get color Legends cards, as they have color Indie cards. Ever or just not anytime soon? I guess may not never, but not at all in the near future.

While we have a color card for Marty Jannetty, it represents him after his career prime. That's one case in which I would welcome another color card representing him at his peak. ....and while we are talking about Jannetty, I wouldn't mind getting Leif Cassidy (who is signed to the game as Al Snow) a card so we could at least have one version of the Rockers for another tag team.

I teamed Jannetty and Snow but did not have great results but expected: they could not defeat top tier teams like Midnights or Quebecers (their double team moves and Jimmy Hart are killer).

Marty seems just about right to me. I think the stats strike a balance between tag team specialist (with his five defensive tags) and his singles prowess by not hampering him any with tag moves so you can still have him competitive in singles. Keep in mind, I was a WAY bigger fan of Marty than Shawn when they were the Rockers, so I'm being as impartial as possible.
The other guys mentioned: I'd not hold my breath waiting for legends cards of guys signed to six and seven figure deals with major companies that have exclusive merch rights. I'm not talking "inside baseball" by a longshot, but with the little I know about contract law I'd say those old game card contracts do not supersede current deals or give right in perpetuity to release new cards whenever. These guys could eventually agree to new cards when their WWE or AEW days are over, but who knows for sure?
For the International guys, I'll give an example a few old toy/comics fans may recognize. In the 1980s Marvel comics released a GI Joe "Order Of Battle" comic that had files for all of the Joes and Cobra villains. They included Rocky Balboa because Stallone's team had been in talks about making him part of the GI Joe line. The deal fell through and Marvel printed a retraction in a later issue stating "Rocky Balboa is not and has never been a member of GI Joe". So I'd say our international friends like Liger, Tiger Mask, and Mil may fit into that "one and done, asterisk appearance" category like Rocky with GI Joe.

I am getting more and more excited for this set
Since my legends Fed takes place in Southern California, I’m thinking I might do a quasi-Four Horsemen PNW invasion type thing. Grappler as the leader, Dutch as the wild man and Rose & Somers as the tag team.

I might be in the minority here, but i always LOVED the New Rockers and I'd love to get an alternate Snow card (as Leif Cassidy) and team him with Jannetty. Also great to have the Grappler coming our way in the new set
