Saw it hinted at in another thread that Nikita Koloff had possibly turned down an offer to be in a Legends set and it got me wondering what other guys have turned us down?
I always assumed that marketing rights could be an issue for guys with WWE ties, especially if they were in the WWE HOF but several signings have kind of disproven that theory.
Just so many great legends left like the Harts, Steiners, etc that I’m wondering which guys we know we should never get our hopes up for?
I’ll start by assuming Triple H will never happen.

So many of the older guys have been burned by promoters and are very leery about giving consent of their name. Others want TOO much money to lend their likeness to the game. Just two things I've heard over the years, I'm sure there's a lot more to things.

No WWE guy is too likely right now. AEW guys are out too.
Still, several good names are coming and I'm sure there will be more surprises that shock us.

Yeah I figured any active WWE or AEW guys are off limits.
And I’m sure there are guys who are in active negotiations after initially saying no. Probably wouldn’t be wise to publicly shame such guys as wanting too much money. I get that.
Just reading up on the indie hardcore set though and got me thinking how cool it would be if we could someday see guys like 👍 Foley or Funk as well.
Just curious if there were any hard no, never gonna happen in a million years guys.

If you haven't seen, Funk is probably in no shape to agree to anything at the moment.

With Foley along with a standard card I would want a Santa Foley. I know he would get a kick out of that too.
