Anyone have any good arm wrestling rules? Looking for a more rules based option rather than a standard chart. Maybe something that would take the wrestler’s strength into account, adding/subtracting to a dice roll to determine the winner.

I have never seen any rules that I can recall, but I think you've got the idea right there. Roll two dice, subtract power rating, lowest roll wins (and you CAN go into negative numbers), first to three winning rolls is winner. Or I guess highest roll and make the negative power number a plus and the plus a minus if you wabted. I just think having low roll win is unique.
Then IF you wanted to get fancy a chance of a special circumstances chart with things like heel stalling to effect the face dice roll, face showboating to effect the heel, and of course the famous flipped table spot. Maybe manager or second distraction chance to effect one of the rolls.

Duce had a roll for Arm Wrestling, pretty simple that he used for his Tough Enough Aethran Challenge.
Roll 2 dice, the winner has the lowest roll plus or minus the wrestler's power rating.
That's the only thing I've seen for arm wrestling, hope that helps?

Posted this in the discord...but I'll put it here for posterity.
Roll for initiative to determine which wrestler has the advantage.
The wrestler with the advantage rolls 2d6 +/- their power. If it's 7 or less they are successful and roll again. If it is not the other wrestler takes advantage.
The wrestler with the advantage needs to win 2 consecutive dice rolls to win the arm wrestling match (to represent the two main positions in arm wrestling: even - arms at a 90 degree angle to the table, and "opponent in trouble" - attacker's arm at a 45ish degree angle to the table...

I have actually done this, believe it or not. Here's an example of how I do it.
Both wrestlers start at zero and are aiming to achieve a score of ten. Do a number line of 1 to 10 on both sides of a zero in the middle. It would look like this - 10 9 8 7 6 5 4 3 2 1 0 1 2 3 4 5 6 7 8 9 10
Roll 2D6 plus or minus power for each wrestler. Lowest roll wins.
Say A rolls 2 and B rolls 4. Move two spaces in A's direction
Next roll B rolls 2 and A rolls 5. Move three spaces in B's direction
Continue until one wrestler reaches 10.
Every five rolls add +1 to power to signify wrestlers getting tired.
