Coming back after a few years away. Just ordered the first FTR set, as I want to try something new. Any tips for someone new to the fed?

Welcome back. Depends on what you're looking to do but there's several great feds on here to take suggestions from. I'd suggest first determine how many cards you want for a year and go from there.

Okay, it arrived. It’s…small.
How many more sets do I need to buy to actually be able to run it as a fed?

The first two are 8 wrestlers each the third is 10. There are also some wrestlers in the various PP from 19-21.

I'm currently running an FTR fed with 15 wrestlers which are basically Set 2 and the Promoter Prime cards. I'm adding wrestlers when needed and just doing four matches a show but I'm having a lot of fun with it. Definitely worth it though.

I'm about to start FTR as well. I think for the first year I will run it as a league of sorts. Have all 8 wrestlers face each other (maybe twice) and then assign points for wins. Top 4 guys go into a tournament to win a trophy.
I've also considered adding the wrestlers from the Headlocked set to the fed just to give it more depth. Just some ideas. Have fun!
