checked the character creation rules (always good to brush up on it) and no, that is not a requirement even if all the other moves are level 2.

If there's a (ch) that goes at #6 because you can hit a 3 move. No (c) on a chart move I don't see any cards where it's not at #6 if no (ch) moves. But no reason to argue about it. I put it last on lvl. 1 when doing cards.
