This doesn’t answer things in an official way but I turned my war games singles title into the IP title once war games was over. Kept the same history.

I think game players kind of worked this one into existence. Since it was the 1980s and everyone was watching WWF, the "Interplanetary" title was a play on the WWF "Intercontinental" title as most players' secondary championship. I don't recall if it was referenced in the rankings in the newsletters Tom produced and sent out in the early days (I don't think it was, but can't be sure), but it was definitely the secondary title in the Super Report newsletter. So I suppose technically 2089.
As far as what sets it apart from the main title, I'd say the answer is as opaque as the WWE Intercontinental title. In other words, ill defined. For me it was the title that was defended on Earth, Mars, Jupiter, Saturn, and the related moons.

Ingame, what's the effect of having a secondary belt btw? Is everyone in the fed roster still free to pursue it as well as the Galaxian Champion one? Do they only signup for one or the other? Can one wrestler hold both? (If I remember correctly, Ultimate Warrior was holding the IC belt when he won the WWE championship from Hulk Hogan back in Wrestlemania III, and he had to give up the IC belt.)
If it isn't a separate track, it would just kind of be like a consolation belt for those top wrestlers who could't be Galaxian Champion. If it is an exclusive track, then it needs to have something separating it distinctly from the Galaxian Champion title.
Just musing out loud as I currently am also thinking of introducing it in my 2087 fed once we get to 88 or 89...

I like the idea of turning War Games belt into the IP belt. In my fed i had it come along in 2092 I think. Same year as Commissioner Carter arrived. I figured it was one of his ideas to create a secondary belt. I tend to keep top tier wrestlers away from it. Back in the day I figured the likes of the Gladiators, Thantos saw it as beneath them. Sometimes a wrestler can be on a meteoric rise and be so good as IP champ that he deserves a shot at the main belt. I think in Tom's fed that happened in the early days of Shayne. His attitude (or should I say Shayne's) was "I earned both belts and am not giving up either one" and so he defended both for a while until one or both was dropped

I think I made it official by 2093. Though 93 is called War Games, it seems Tom had stopped worrying about it. I originally had the Orion title (which has appeared and disappeared many times eventually going back to Titan when I'm not using it) but dropped it when I decided to use the IP title. It's first mentioned in the 2095 book I believe.
To me, IP is like any secondary title, something to pursue if you're not in line for the main belt.

For me, the IP title gives the wrestlers who can't hang in the main event picture something to strive after. So, I keep them separate or you might end up with one guy wearing all the titles. Unless it's Ghostbusters don't cross the streams.

I think, if memory serves me right, in the Super Report, they mentioned or started using the Interplanetary Title just before the release of 2090, because you had a flood of new guys form the first three sets, the roster went from 36 after Galaxian Invasion, wrestlers (Trainer Jim, Guile, Royal Overlord, Solaris, Sweet Thing, Darkos were all managers) to something like 42, add into that in 2090 you got new guys like Iron Mane and others in 2090, and it just made sense.
Regarding who competes for it, I usually have guys that are a set below. For instance, out of those original main eventers (Thanos, Star Warrior, Wolf, Bishop Hell, Spike, etc.) then you've got the next tier of guys (Comrade Terror, Executioner, Iron Mane, Mesmer, Incredible Badger, Krakan, Massif). Obviously there is some nuance to it, some guys might be main eventers in one person's fed, and in the other's they may be second tier. I know Wolf was supposed to be a main eventer, but he never had a lot of success at the Galaxian Title level for me - that was dominated by Lord Nexus, Thanos, and Star Warrior for me) but he was very successful at that IP title level.
I guess as always, it's up to you promoter!
