Anyone who knows me at all, knows that I'm picking 2127 - Black Death Cometh!
Of course, you need other sets to support the introduction of this one... Since I always treat my feds like a work, Black Death was an invasion angle for me - not an intergalactic plague that infected a good portion of the universal population... But, it was awesome fun!

The Fed Wars years, 2105 - 2108! I can't pick a single one cause the CPC was the best story IMO. Though if I had to narrow it down I would say 2108 as it had the debut of one of my favorite card so far, Dreadnaught's death card! Totally agree with this. Felt like the GWF was just hitting on all cylinders for this storyline. I feel like it's the creative height of the GWF

This is a tough one. 51 editions and we gotta pick one? 2091 is prolly the greatest set of cards & characters. 2112 & 2113 are neck & neck for me because of the storyline. 2130-31 for both cards and storyline. It's really kind of ridiculous how consistent the main sets are and how hard it is to narrow it down to just one edition. He's not putting out a weekly or monthly series, but there have been entire comic book runs where the quality wasn't as long-lived as just the main Tom-written COTG Universe sets. His timing on when to move on from a main "program"/feud on top is usually spot-on--not every writer would have the guts to move Star Warrior-Thantos to a second-from-the-top spot in 2093. I know the Alpha Stone storyline in that set was criticized, but even making the attempt was bold. (If there was only one consistent inconsistency, I'd guess it was Tom's inability to really find that consistent lead babyface. He's always said he liked writing villains better and I guess it showed. Alpha Force didn't quite work, Colossus and Heracles both had to be turned eventually...I think he finally found one with Pegasus but even he had to be a Villain first.) Anyway, I guess I'm partial to Sudden Death 2094, but the first Revelations set would be up there for me because I loved how Godsend was initially presented and I've always loved Nightmare. Sudden Death 2113 with the Hero vs. Hero and Villain vs. Villain feuds was a blast and a great way to shake up a fed. Civil War 2099 was a terrific set with great characters and maybe Bendis' best, deepest set as an artist. WarGames 2091 probably had the deepest roster of cards. I think ultimately I still have to lean towards 2094--there's a nostalgia factor since that was the first set I bought after I was "caught up" and buying sets as they came out, Snelly's still my favorite COTG artist, the art did need a refresh as legendary as Chuck's work was, W.A.R. was a great new faction to shake up the promotion, and even the mid-to-lower-card guys like Doomsday Creature and Asylum were at least interesting and unique.

I think it's easier to point out bad sets honestly. Obviously there have been creative missteps but I think Tom has always been good at course correcting when things fall flat. I personally hated the Black Death era but he came out of that with Future Shock which I thought was really strong. Even 2138 seems to be a response to people wanting things a little smaller.

This is very tough but I would say 2092 and the arrival of Chaos,the updated Dreadnaught,The Keepers of the Stone,etc..

Even the "bad" sets seem to be as much about the artwork as anything (2098). 2093 had some poor art and what many saw as a disappointing development in the Alpha Stone storyline. Of course, not as poorly received as the "the real Alpha Stone was the friends we made along the way" retconning later on.
