Probably to use multiple wrestlers but keep the fed at manageable numbers.
For me, I do like to divide wrestlers into multiple territories as an exercise but I primarily run another fed where everyone can compete and I don't keep too many hard and fast rules or storylines just letting them develop as they do.

I originally started with the idea of splitting everyone among 4 territories, so everyone can be used. Eventually it evolved into more like divisions. Like Vintage rules Championship division, Queen's Division for female talent, and ECW Legacy Championship for hardcore types. I also have the regular titles like world champ, tag champs, and cruiserweights as well.
I am always trying to change it and figure out the right process for it.

Hi guys I'm interested in why some have multiple LOW feds. Share your reasons and ideas! When I got into wrestling, in my area, I was able to watch WWF, NWA (Crockett), and AWA (on ESPN). And so, for a good while, I tried to do three feds, to kind of duplicate all of the wrestling that I grew up with. But I very recently realized that by running three feds, I wasn't giving enough time to any of them to really see things develop. So, I am in the midst of a reboot, and will just be running one fed, which (inspired by the new expansion) will be focused largely on an 80's WWF feel (although I won't limit myself on who might appear).

When LOW moved to color, I decided to create my Rebel Wrestling fed using some of my favorite black & white cards that I thought would fit into an old school "Southern Rasslin" territory. I decided to use all color cards for Year 2, but eventually there were too many. That's why I divided my fed into territories for Year 3. I can use all my cards at the same time--even alternate versions of wrestlers by putting them in different territories. Sometimes I use every wrestler in a territory on one show. Here's how it breaks down: World Champion, World Tag Team Champions, Six-Man Tag Team Champions, Jr. Heavyweight Champion, Southern Television Champion, Dixie Divas Champion & Dixie Divas Tag Team Champions all have a home territory, but they travel the territories to defend their belts. Territories are: Rebel Wrestling Florida Sunday Night Superstars is my Vintage/Golden Age territory with Vintage singles & tag champs. Rebel Wrestling Southeast Monday Night Mayhem is my NWA Georgia/Mid-Atlantic style territory with National singles & tag champs. Rebel Wrestling Northeast Tuesday Night Titans is my WWF style territory with United States singles & tag champs. Rebel Wrestling Mid-America Wednesday Night Warriors is my traditional old school "Southern Rasslin" territory with Continental singles & tag champs. Rebel Wrestling Mid-South Thursday Night Thunder is my AWA style territory with American singles & tag champs. Rebel Wrestling Southwest Friday Night Fever is my Hardcore ECW/Attitude Era style territory with Hardcore singles & tag champs. Rebel Wrestling Missouri Saturday Night Special is the All-Star show where everyone from all territories can meet. The titles are Central States singles & tag titles.
Saturday Night Special has always been the flagship of Rebel Wrestling. That's why I wanted to keep it as a place where wrestlers from one territory can face wrestlers from another territory. I can also team up wrestlers from different territories if I think they'd make an interesting team. I decided to make it a Missouri territory because St. Louis used to be the capitol of the NWA. Wrestlers from all NWA territories would go there for Wrestling At The Chase and the big Arena shows. It will also serve as a pre-show to my quarterly pay-per-views from the New Orleans Superdome--also known as The Rebeldome.

While my main LWF fed is on hiatus, I'm running two smaller territories to get use out of more cards and use ones I haven't used very often. Also I wanted to try out all the ringside personnel cards outside of my main fed. I still think one fed at a time is the way to go for the most part, though. Otherwise, it's too easy for people to get lost in the shuffle.

I want to run just one fed but it's finding a happy medium that's my problem. My favourite eras are WWF(1988-92) and WCW(1989-93) but I feel that there are not enough wrestlers to split into two feds. Then there are the WWE/ECW guys who are too modern for LOW but too old for indies. I'm considering an ultimate 80s fed might be my best bet.

I keep the cards for each territory in separate shoeboxes. I wrote the weekly TV schedule on papers that I keep in the shoeboxes. When there's a title change, I write that on those papers. I have another paper where I write down the title changes for the traveling champions. When I play out a show, if I make a match for next week, or if there's an injury or suspension, I write that on an index card that I keep in the shoebox. I play one show and write the results as I play. Then I move on to the next show. It may seem complicated, but it works for me. Without it, I'd never use cards like babyface Larry Zbyszko, "Adorable" Adrian Adonis & U.S. Express. It would be impossible to use both "Boogie Woogie Man" Jimmy Valiant & Valiant Brothers, "Million Dollar Man" & "Black Glove" Ted DiBiase, and Brutus "The Barber" Beefcake & Dream Team at the same time. It would also be impossible to use all versions of Midnight Express(Bobby Eaton & Stan Lane, Dennis Condrey & Stan Lane, and Dennis Condrey & Randy Rose), Fabulous Ones(Steve Keirn & Stan Lane), Heavenly Bodies(Tom Prichard & Stan Lane), and Chris Candido & Tom Prichard at the same time. With the territory system, I can use everybody and every team at once. I even figured out a way to use both cards for Randy Savage & George Steele at the same time. I have the starter set Savage as a wrestler in my Northeast territory, and cowboy hat & fringe jacket Savage as an announcer in my Southwest Hardcore/Attitude Era territory. I use the pink tongue Steele as a silent domesticated "Animal" managed by Lou Albano in Northeast, and the green tongue Steele as a talking wild "Animal" in Southwest. He said he has a split personality, and Albano keeps him medicated in Northeast, but his psychiatrist told him that he needed to let the wild "Animal" loose to help balance the two sides of his personality. Hope this helps explain things, but I understand if its still confusing. It would be impossible for me to decide which wrestlers to use and which ones not to use. I have my favorites that I'd always use, some that I'd never use, and even some that I'd just accidentally forget about. Now, when we get new sets, I can divide the new cards amongst the territories instead of trying to fit them into one big fed. I'm looking forward to the next ladies set so I can have at least 5 women in each territory instead of 3 or 4. Thanks for asking, and feel free to check out my fed results. Because that is what the voices in my head told me to do.
But mostly for same reasons mentioned. So many cards, so little time. Recapturing some of the magic from my youth. I started watching in mid 80's and went thru those glory days and really got back into it during the late 90's and that glory age. It is a great way to keep things fresh too while still using guys you like. If things start to seem played out in one fed, you move them to another one.
