That's actually a really good topic. There are a lot of variables. If someone was pushed as a top guy in a national or worldwide company, then the card should reflect that status. About undeserving pushes or guys who wouldn't "amount to much" elsewhere: Who decides who "deserves" a push anyway? Can they draw money? Will fans pay to see them? End of argument. But what if they're a top guy in a smaller territory? Where does that slot someone in the hierarchy of the all time greats? Lots of considerations and a big reason the "hometown advantage" chart in the handbook is so important.

I think there are also a lot of guys/gals that got benefits of pushes. Look at Cena for example. Hes a good human being and Vince loved him. He got pushed to the moon but does he make it in another fed? He's an okay wrestler but maybe without the booking he never takes off. Randy Savage you could see the opposite he had the look, the charisma and the ability ... could he have become bigger than Hogan if say he wins at Mania V, does WARRIOR become bigger after winning at VI if it wasn't all about Hogan after the match?
It's fun to think of the what ifs
