It probably will be now as Tom said he'll be going to the CAC convention every year now. It would be great if there is a CAC release every Quarter 3! ....... I was looking at the list of CAC honorees over the years and it overlaps a lot with the hall of fame and cards already released. So maybe that's another time to think about fun "remixes" of pre-existing cards: younger or later in their career, tag team focused, etc. Sometimes just getting fresh art and slightly altered stats is enough. Tom released special edition cards for years in COTG under that premise.

Listening to them talk it felt like the set maybe loosely affiliated with the CAC. Maybe the wrestlers featured are just members - not honorees. Also is it possible that the set could just be to benefit the CAC?

We do know that Tom signed people at the last CAC including Jacqueline. Could be one or more of them.

What about the previous CAC cards? Were all of the names such as Wild Bill White previous award winners?

White was a 2006 honoree, according to Wikipedia (though there's nothing about him in the linked slamwrestling article that serves as a source). I don't see Bruiser Costa's name anywhere on the CAC Wiki page, though.

I can't find any mention of Bruiser Costa or Frank Dalton, the two Prime releases, on the CAC web site either, not as honorees or as life time members. Everyone from the two main CAC sets were honorees.

Ach. I forget there was a CAC/Prime tie-in.
Looking at the honorees on Wikipedia, a ton of the recent ones are already in the game. This could be a good spot to drop a colorized version of Gangster Konnan, though.
