If we're measuring "impact," then yeah, it's Rikidozan. But if we're talking just about in-ring, he's nowhere near the top. Charismatic as hell and carried himself like a star and could be carried to a great match, but very, very limited in his own right.
So based on-ring my vote is for Jumbo.
