The actual booklets for Sudden Death, Revolution, and Civil War indicate that each of us were promoters sending in the votes based on our own feds, however the final results were up to Commission Carter tallying up all our results.
This kinda breaks kayfabe IMHO, and implies either we were all playing in some NWA-style territory system where all of ours feds were in the same universe or it took place in a multiverse, although I suspect Tom and the players thought of neither.
Tom did the same thing with the official rankings; he asked for promoters to send in their records based on their own feds. I'm not sure if it literally meant that, say, Star Warrior was actually touring all of our individual feds and racked up 1000 wins+ a year or we all were in a multiverse setup.
Perhaps I am overthinking it, but I do find it interesting it is not stated flatly but the way it worked comes off obvious to the players back then.
