I've been wanting to start my own Legends Fed for YEARS... but have been sidetracked with life and GWF...
What sets do I need to start?

I'd start with the first two to give you a strong set of tag teams and singles.

Agreed with @dustin, the first 2 color sets are a great starting point. From there, you can add from all the sets depending on which wrestlers you want to debut next. No wrong way to do it! Hope you enjoy your time with Legends!

What divisions do you want? Singles (I would add 2nd title in 6-12 months or longer), tag, females, cruiserweight, 3 man tag etc I normally start with 1 set or about 8 singles & 4 tag teams maybe a manager or 2. Then slowly every 2-3 cards add 1 wrestler at a time. PPVs how many 12? I always try to have special matches at PPVs not a house/tv show. Or pick a real life promotion (past or present) just copy their year. Change a few PPV names if you want etc . Depending what legends you have got? Add a talk show card to a card.
First champion/s ? Tournament or Battle Royal
Feuds? I just let them happen but you can just create them or copy history. Any big upsets by face? Someone won by cheating?
Any questions just ask, we will tell you what we would do as a promoter. We have all get things wrong. If something is not working, just drop/scrap it. Just let the dices happen.

Go with first two sets and maybe use a battle royal or tournament to start with a singles champ and tag team, champ. As you add or replace (sometimes you need to rest a wrestler or team) , maybe consider a secondary title if your roster size supports it.
Lastly, check the LOW Feds forum as you can get ideas for cards, rivalries, etc. from the write ups of other promoters. The handbooks are also good to figure out which wrestlers have rivals, allies, etc.
Hell, I even ran a card of all dream matches based on the suggested matches at the back cover of each booklet. Nothing really is the wrong way. Have fun, mimic real life cards, feds or make the matches you wish to have.

I bought the LOW starter set, and then purchased a set a month, until I caught up. Also, check YouTube. Lots of promoters doing great things on there, that helped me understand the game a lot better.

It really depends on what kind of fed you want to run. Legends lends itself well to themed feds, be they recreations of historic territories (like Cory's lauded USWA fed), high concepts (like TTX's Experimental Wrestling Theatre), or recreations of particular eras (I ran an all 80s fed, for example). Figure out your vision and then buy accordingly, I guess is what I'm saying. More broadly, I agree that the starter and Expansion 1 are a good starting point. Beyond that, the first two TTHOF sets really expand the potential main event scene. If you want a women's division you should get all three ladies sets in order to have maximum depth. I cannot recommend getting the various managers and ringside personnel strongly enough; they add so many options and color to a Legends fed. I'd recommend getting the Heenan card, the Albano/Fuji/Hart three pack, and Lance Russell interview card at minimum. Finally, the enhancement talent 4 pack should be in your cart now. You need jobbers.

A word of caution, if you are just starting out, take it slow and don't buy too many sets at once. I made that mistake and now feel very overwhelmed by it.
