Every legends edition comes with a "program". Here is a list of the legends that have graced the cover:
First- It is a generic cover but to me it looks like Bulldog Brower versus Bobo Brazil.Clarification ?
Rematch- The Midnight Express with Cornette
Hardcore-Justin Credible
Vintage-Sherri Martel
Fever-Diamond Dallas Page
Teams-The Hennigs
International-Jushin Liger
All of these wrestlers (sans the 1st edition ) have won a regonized World / World Tag Team Championship...
So who is going to grace the cover of Orignals then ?

One has to think Rob Van Dam is a NO-BRAINER here! Especially since Justin Credible qualifies as a "recognized" World champ. No offense to the Portugese Man-O-War, but his accomplishments are NIL compared to those of RVD- WWE World Champ, ECW World Champ, multiple World tag team championships, Intercontinental champ, European champ, Hardcore champ, ECW TV champ (which at the time, was more "credible", pardon the pun, than the ECW World title)...as impressive as the lineup for Originals looks right now, barring a last minute announcement of someone the caliber of a Hart, or to a lesser extent, a Hogan, RVD will be the MOST decorated member of the Originals roster. July 15th cannot come soon enough!

Todd or Tom usually chooses who goes on the cover. I think sometimes it ties in more to the set theme and/or a good photo of someone in the set that's allowed to be used. It's not based as much on who's the biggest star in the set.
With Wrath Child's example of Justin Credible on the Hardcore cover, there were definitely bigger stars in that set (Inoki, Hackenschmidt, Sheik, and Brody off the top of my head). I'm not sure why Justin was chosen, but a good guess is that he tied in well with the Hardcore theme.
Similarly with Sherri on the Vintage cover. I don't think most would consider her a "vintage" wrestler, but it was probably chosen because it was a good photo to use on the cover.

How about Maurice Tillet? Surely he ties in well with the originals theme?

also on internataiinal cover is the Great Sasuki which needs to be in this game(hint,hint)

You know what would be fun? Putting them all together like the Throwing Toasters album cover. Not just static card art, but rather having them interact with one another. Just knowing who's involved with the set so far, the ability for a group of very different individuals coming together to make good art is pretty strong.
