Skull, again who else actually kidded someone in the ring? You're gonna tell me a guy with a skull for a head is not mentally intimidating? Not to mention it's on FIRE!

I'd go with Krakan on this. The others were certainly evil, but in my fed no one else kept it up for nearly as long or so effectively as Krakan. Most of the others had another goal in mind (Mandrill wanted to dominate, the Gladiators wanted power, Blazing Skull enjoyed intimidation, etc), and evil was the means to get there. For Krakan, it sometimes seemed that evil was the goal. He's seldom been a big winner in my feds, but he has done more damage to more wrestlers and managers (sometimes for very little apparent reason) than anyone else over time.
Runner-up would be Vengeance. Again, he was really good at being bad for a long period, and with a ruthlessness that ignored any consideration other than his own enjoyment of his own rottenness.

Thantos.
Other guys may have killed people in the ring, and some may be literal demons, but Thantos is the Code-Breaker! He was the first!
Plus, he represents everything that could go wrong with professional wrestling.
Although, I'd have to say Mr. Bloat, if we're counting all of the federations, is a close second. The guy might not have killed anyone IN the ring, but he's a proven serial killer.

While I was going to originally go with Blazing Skull, because he killed someone in the ring, and then with Vengeance just because he is one wicked guy...I went with Godsend. What tipped the scale in his favor for me is that in the aCe 2120[/b] Handbook, he sacrificed an innocent to descend to the Fifth Realm. If that's not evil beyond evil, I don't know what is...

I went with Vengeance, just killing a guy is bad news. Also, Blazing Skull was pretty bad ass for killing Crossfire. I would've went with Godsend, but hey, he's a Demon, he's not supposed to have any good in him
