If Havoc weights 240, then how is he considered a Junior Heavyweight?

The NWA standard, and what is used in Japan is 220 and below. Some even take it down to 200 and below. I know of no one who has 240 as Junior.

They're a little higher in the GWF. Though I think Havoc should be facing higher than that.

Oh really? Man, my I am so lost on the GWF now days, it has been 2 years since I played, but you figure I would not forget everything... eh, I always played by my own rules anyway. Point: Most people use Cruiserweight, I prefer Junior Heavyweight. Most prefer Sports Entertainment, I strongly prefer Puroresu combat sport.

The only " entertainment" going on in my fed(s) is the fun of watching guys try to kill each other for the honor of their race, homeworld, or band of brothers. As for Havoc, he's a bonafide heavyweight in my fed. He meets the cut-off criteria for cruiserweight, but his demeanor, background and attitude wont work in that division.

Although I currently have the title vacant and don't intend to bring it back any time soon, in my GWF fed I also used 240 lbs as the cutoff limit for my Cruiserweight Championship. But even if I had a currently active Cruiserweight Championship, I also probably wouldn't have Havoc wrestling for it because he's more of an upper tier wrestler.
In my LOW fed, 230 lbs is going to be the weight limit to qualify for the Cruiserweight Championship that I plan to introduce soon.

I think 240 became the cutoff because otherwise there would hardly be a division.

Hmm, well, I am thinking not to use weight divisions at all. The old school in me still likes them, but the fed I work for we do not have them due to most of the guys we have are under 220. There are only about 4 of us heavys.
Style divisions work much better now days in the US. Maybe that is the way I will go for my league. Grrrrr.... I will just have to think on it. Can't make the league I want anyways without the POW guys.
