Honestly, my first guess as to who he used to be was Dark Justice, and that he was gunning for Cordanus. But then I realised several things that prove it couldn't be him:
1: He debuted in 2091, so if he came back in 2123 he'd be even older than Jack of Diamonds. In other words, his skills as a wrestler would be horrible
2: So far as I know, he wasn't arrested or put in jail. He was merely banished for failing a drug test (according to Cordanus).
So I'm a loss. My only other theory is that he'll be feuding with either Saboteur or Shylock. Whoever Conundrum is, maybe he's someone that fell victim to the activities of Espionage.
