Both have signed WWE deals, according to PW Torch. Apparently the signings are in no way connected to a possible WWE / WWN partnership.

On the Inquisitr site, they had this in their report... This comes on the heels of WWN officials being in town for WWE NXT Takeover: Brooklyn. It is said that WWN and WWE had a good talk, and that a potential relationship does look likely. However, there has not been a formal announcement as of yet. This is a legitimate question, and not a shot at the WWE..
Isn't NXT just an indie owned by the WWE? Does it pay THAT much more? Do they really need all these indie guys?
The anti-WWE crowd used to say "I hope indie XYZ doesn't go to the WWE because they will misuse him," and for years that argument was 100% valid despite what their defenders say. I will have to admit that the situation has changed some, but not as much as the "Universe" wants to insist. Since Punk, the success rate for indie wrestlers has increased, but there have been as many guys who the WWE dropped the ball on, and I don't blame the guy. The WWE failed them, not vice-versa. You can go all the way back to Colt Cabana and Chris Hero. Cabana and Hero are arguably better than their long-term indie partners who succeeded. There have been many others since then. Tyler Black, Moxley, and Brodie Lee are doing ok, but who else? Even the success stories are deceiving. Punk had a ton of success, but ended up leaving wrestling because of the WWE. Danielson wrestled for years in the indies working a lot harder style than the "safe" WWE style. It's in the WWE that he suffers a possible career-ending injury. Finally, what about all the NXT guys who have been there for years and won't ever get to the main roster?
All this is to ask if the environment for indie wrestlers is really that much better than the "WWE misuses indie guys" days?

For many guys, such as Kevin Steen, getting to the big show is their dream. While some of them could be making more on the indies, it's not guaranteed. WWE offers a consistent paycheck, medical coverage, and a chance at achieving a dream. Most indy guys will bite at this.
Do I like it? No. Seeing my favorite wrestlers misused, watered down, etc. sucks but it's their choice and most will take that chance.

WWE has indeed dropped the ball on several talented performers, but not all made their name in the "indies". My prime example is John Morrison/Nitro/Mundo. And I am a huge Chris Hero fan, but from what I've read, he is the one responsible for losing his WWE deal. Of course there are 2 sides to every story. Cesaro could be huge if used properly. So there's validity to what you're saying. You really can't argue Danielson's success while in the WWE and unfortunately, his injuries are more than likely all those "indy" ones catching up with him at the most inopportune time. And Tyler Black? I'd say closing out WrestleMania with the world title in your hands, then winning the US title on top of that, is doing far better than OK. I agree with you on certain aspects. I definitely believe WWE decides who is going to be "the man" & in rare cases, such as Danielson's, the fans voice is just too loud to ignore. As for NXT. I personally view them as "minor leaguers" looking to make "the show". Some will, relatively quick (Kevin Owens) & some may take longer than others (Tyler Breeze) & some just might not be able to cut it when they do get called up (Adam Rose comes to mind). And no offense to either Cabana or Punk, but both strike me as being slightly "difficult" to work with. Not a knock, it makes both who they are.

If a partnership were to exist between WWE and Evolve, I offer the cautionary tale of OVW. It is incredibly naïve to think that Evolve would in any way be an equal "partner".
