Courtesy of Havoc....
I'll start with Tanck. I've always liked him, in the Krakan vein....but he's painful to watch in action sometimes. Chokes whenever it really counts.

Earthquake/Chopper/Powerhouse. Loved the guy, but let's face it, he blew.

For me it was Spike. He was always my favorite of the classics era, yet he couldn't do squat for me. In 2089, I swear he must have got beat by everyone on the roster.

Well, other than the previously mentioned Battering Ram. My initial oldschool one would be Massif. I always saw him as upper midcard and hoped he would have a lenghty I-P title run with maybe a GWF title run. He did get a short fluke GWF run but not until 2091 and just now won the I-P title for the first time in 2092.
New Beginning would be both Encubus and Bloodline as singles, they were the first two GWF champs for me but both fell back immediately to second fiddle to Disaster and Endgame with Encubus getting into an inexplicable feud with American Guy where he lost more than half the time until a crucial match which he'd win.

Tendron.
For some reason, I really liked him, with his crazy extreme alien look. But he never did much at all. Maybe a tag-team championship with Tongsoon once, but nothing more. And I tried!

Creeper.... he did have a couple of tag title runs with both Vanity and the Mad Jester.

Way too many to name but currently it's Scimitar (I'd say Plethador but he owns a victory over Monolith among others)

Mad Jester. Loved the GWF''s original evil clown, but he never amounted to much, but then again that holds true for the whole Royal Court.
