So let's say a guy needs three or four lower card guys to fill out a roster. Which indy set should he get?

So let's say a guy needs three or four lower card guys to fill out a roster. Which indy set should he get? Dark Menace Forces pack for sure. I'd also look at CWFH, AIW, FREELANCE, and AWE packs. They aren't really lower card/jobbers, but they aren't typically statted as strong as some of the ROH, EVOLVE and top CHIKARA guys. Might work. |

Thanks. I'm putting together something with the color LOW set and some lower card ROH and Evolve guys to fill things out.
