Answer - 7, 2094 Ms. Liberty and SE Amazonia.
How many sets is Mike into his story, four?
Should he bring in women just to bring in women, even if it does nothing to further his story?
How many women with wrestling stats were on Centra, aCe, before? 0

I am fine with no women in Centra as we have plenty in other feds. In my COTG I use both men and women on the same roster. In my real world wrestling I have male feds and a female fed. Now as far as how long it took to get females into the GWF that is because a lot of what happened in GWF was reflections of what was going on in real wrestling at the time. From the intro of cruiserweights/light heavyweights to dueling promotions and the use of female wrestlers. When things started with GWF the WWE had a woman champion and one woman challenger at a time. It was not till a few years later that they started to add an action division for the ladies.

The issue is he gets what 8 cards a set, maybe 12 cards total if he wheels and deals for Promoter Prime and a Con card slot.
To really do a sustainable division you need at a minimum 8 and that's bare minimum. So now those 10-12 cards will need to include women and suddenly maybe that key upgrade he wants to do for a character has to wait a set. And they can't all come in at once unless he gets creative with some former wrestlers so you could be looking at multiple sets before it's even viable.

Thinking about existing women. Would Nova be the most logical starting point. You could have her show up and declare herself the Centra Women's Champion and have an open challenge where you bring in various challengers and build a division from there.
