The IP title was "officially" introduced in 2089. According to The GWF Files, the first champion was Star Warrior--named in Super Report (02/89).

The Super Report was the first time a secondary title was ranked. Most of us had secondary titles from the start. I had added an Interstellar title about 15 cards into my fed. Not sure if there was an actual year for the title to be introduced.

Exactly. Invasion 2089 was written before most of the Classics history, so there wouldn't be rankings beforehand. I think it would make sense to introduce a secondary title a few years in, especially since we have many more cards available thanks to Early Classics. As the old saying goes, "It's up to you, Promoter!"
