Wasn't that what SHIMMER was for? I think it's a really bad idea. They can barely get their guys on television as it is, they don't need to be messing around with a women's division.

I see your point but Shimmer and ROH just worked together. ROH didn't create Shimmer just to give the women something to do. Just to clarify, ROH didn't create Shimmer. Prazak and Danger started the promotion.

yeah, unless they get more time, I don't see a show that usually has two matches can really fit a women's division in it.

Quotes from Mia Yim on the possible womens division next year. She's the only woman currently listed on the ROH roster.
“I really hope I’m involved. I don’t know [many] details about it besides that next year… I was just told that next year they’re going to be starting a women’s division. I don’t know if they’re going to have their own belt or anything.” “I am assuming — this isn’t official or anything — but I’m assuming that Sara [Del Rey] is going to be involved. At least I’m hoping [she is]. Daizee [Haze], MsChif… you know, all the girls that were involved previously with Ring of Honor. I’m hoping that they’re all going to be involved as well.”

SHIMMER has the best ladies' matches by far. But I have to agree that there isn't enough TV time on RoH to do them justice, unless they get a second hour.
