By my calculations, 16 names have been revealed thus far. This does not include the 2 that were announced in the Promoter, nor does it include the Briscoes who I'd think ROH would want included in the set despite them having cards previously released.
That makes 20. So after examining the ROH Roster, these are the names of the final 4 who I believe have a good shot at making the set:
1-2. Bravados 3. Kyle O'Reilly 4. B.J. Whitmer Rhett Titus
Yes, this is what I do when I'm anxious for a set ;D
Edit: Completely forgot about Titus, thanks to Mark for the reminder.

I really hope B.J. Whitmer is included. I would definitely agree with those that you have listed but I personally really want to see Caprice Coleman but that would probably wait for the first expansion.

It says on the Main LOW news page that the ROH set will be 26 cards.

It says on the Main LOW news page that the ROH set will be 26 cards. Nice catch. On all of the teaser art promos thus far it has stated, "The ROH Wrestling Game, featuring a 24 card Introductory Box Set..." Either it was a typo on the main page, or these are the bonus cards I recall/dreamt of Tom mentioning If in fact there are 2 more slots, I'd like to see Truth Martini & ROH El Generico included.

The way I see it, the Bravados being an option in the Chikara voting means they aren't going to be in the ROH debut.

ROH is not Chikara. Since ROH decides whose in there, they can include the Bravados if they want (Same reason we have Cole in ROH and CZW)
