Yes. Every order for the Randy Savage card is part of the lottery (from 7 pm to 11 pm on Nov 29 that is).

A person could order multiples of Randy Savage to increase the odds of receiving a low number.

We might extend the hours, starting the lottery even earlier in the day, so keep watching!
