Chris Hero ROH card question

This question is in regards to the ROLLING ELBOW SMASH (0)* finisher, on Chris Hero's ROH card.

Do you have the option of using the move as stated, or are you supposed to roll on the accompanying chart each time?

I know with DQ moves you have the option of using the move or rolling again. I don't follow all game rules religiously, but I am curious as to what the 'official' rule is in this case.

I actually changed the card mechanic so that it was a ROLLING ELBOW SMASH (0) or (+3) dis, and Hero has the option of going for either version when it is rolled.

I'm not a huge fan of mini-charts on the cards, though, so your mileage may vary. However, it has worked very nicely for me so far.
