I think it just depends on how you do it. The way I work my belts are that each belt has a division. So a guy like Thantos is a Galaxian Title division guy and doesn't go after belts below that. He might do that but it's considered to be slumming in my fed. I usually only have a guy slum is if the belt is changing hands too much and I want a guy to run a 6-12 month reign to cut down on title holders. Plus, you have to climb the charts to get to the top in mine fed. So guys like Matador of M83 won a few belts on his way to the Galaxian Title and it's fun to see the progression of a guy winning progressively more major titles as he climbs the rankings. I do something similar. I use point totals to determine rankings, and after a certain threshold, guys are no longer ranked in the Interplanetary rankings, for instance. Thus, as a guy wins matches, he can rank himself out of contention for a given lesser title.

I started in 2087 with two titles, the Galaxian and Galaxian Tag. A little past the middle of 2087 I added the 6-Man Tag titles. Early 2088 I added the Interplanetary title. I'm getting close to 2089 and plan on adding the Holovision title and possibly Interplanetary Tag in 2090.
2087: Galaxian, Galaxian Tag, Six-Man Tag 2088: Interplanetary 2089: Holovision 2090:Interplanetary Tag??

As I finish 2085, I have only had the Galaxian and Tag Team titles...I'll add the Interplanetary title in 2087, then use the WarGames titles throughout War Games...probably unifying them with the top belts in 2094 (if necessary).

The way I have it is the three main titles, plus two lower level single titles for the lower level guys to fight for. When you have about 50 guys on the roster, you need something to keep everyone in the mix. Having extra titles give other guys something to shoot for. Put yourself as a lower wrestler, would you still want to wrestle if you have no chance at getting one of the three big titles. Thats why haveing extra titles is a good idea. plus it adds for some great storylines imo.

In my original fed I had too many titles and too many questionable legacies ... hence the restart ...
ULTIMATE CotG - Galaxian Heavyweight - Interplanetary - Tag Team
... I am very split on additional titles because I agree with Havoc but I know Womens title will eventually be added. Cruiserweight is something I am considering. The first time around when I got 2088 I added a third singles title and it became Mesmers claim to fame but I kind of always regretted it but at the same time I know there is a roster population explosion coming but I would really like to stay at 32 to 40 guys but who knows as I am only in 2087 (season 1)
This time around I also went with my Tour Triple Crown, Megatournament (32 man tournament); King of the Hill (tag team first round, battle royal second round) and Last Man Standing (30 man rumble).
So right now I have the two TRIPLE CROWNS, the title triple crown and the tour triple crown. I will add the womens title but I would like to stick to just that until the CPC and ACE come around

My fed is divided into 2 franchises ala WWE. There is a strong emphasis on winning championships. One group has (Worlds, Worlds Tag) the other (Interplanetary, IP Tag) both shoot for Galaxian and Galaxian Tag. These franchises meet on special cards in the year.

Generally I like to keep belts to a minimum. GWF Champ, IP Champ and Tag Champs, however when the ladies come in you will have to put in a ladies Champ too. I can see how having a Cruserweight Champ and a Hardcore Champ can be justified. About the Wargames belts, if I could go back I would try my best to play by the book but hey, it's up to you promoter!

i think there should be more titles me i've got 4 but i only have 2087-2088 and some new cards that my uncle gave to me and my titles are
GWF heavyweight I.P GWF Tag Team and the King Of The Glaxay championship which is my own belt
