Whatever you like, Larry.
I recently restructured my fed into two territories, Old School and Warfare.
Old School is just as it sounds- old timers with pretty traditional matches. Warfare is the more recent guys and the LotF sets. It will have some more innovative match styles as well.
Whatever you decide- have fun with it!

You've been reading my Top Rope Wrestling and I have smaller promotions just to use wrestlers that I don't plan to use in my TRW at this time, this way I use as many cards as possible and so a Territory angle can be good and can be taxing depending on what your really wanting to do, so I would say take a look at if it will be too much like work then FUN!

I run 5 territories using an NWA type model using the LOW/LOTF guys. The NWA heavyweight, tag team and junior heavyweight champs wrestle throughout the regions. I keep the storylines pretty basic and largely let the dice help me decide where to go next. Its a great way to keep all the guys involved. By keeping things basic and focused on wrestling and not drama, it is not very taxing. This model has worked very well for me and makes for a very enjoyable time.

Territories are fun, if you have the patience and drive to run them all. I would suggest making each territory a small one though, like twenty or so wrestlers, just so that you don't have too many matches to manage at one time. You can always add more as you go along, but start out with too many wrestlers and you may burn out rather quickly.
When I play LOW, I usually pretend to run on a territory system with a lot of "phantom" promotions. That is, new wrestlers will come in claiming to be former champions from another promotion, or to settle the score with existing wrestlers that they had feuds with outside of my promotion but which I have never played.

Although I think territories work fine, I personally divide my fed Major League Wrestling (MLW) up by brand extensions instead. And I have an annual draft to shake up the rosters.
My 3 brands are RAW, Smackdown, and the EAWA (Extreme AWA where AWA originals such as Larry Hennig and Angelo Mosca battle extremists such as the Sandman and Justin Credible with all the matches being extreme rules). I also have a developmental brand called Minor League Wrestling consisting of the LOTF wrestlers and a couple of LOW wrestlers such as Steve Corino.
Either way (terrirtories or brand extensions) works because I think they can allow you to maximize the number of LOW cards you use without overloading a single roster, but brand extensions are just my personal preference.
