Rules question on PIN abilities

Apologize beforehand if I missed this in the rules and/or If I'm thinking too deeply here.

Some cards such as Hydra or Necros have abilities next to their PIN ratings.  Do these abilities activate EVERY time they roll pin for any circumstance (say from someone's finisher or a deathjump reversal) or ONLY when they specifically roll on their PIN rating on Level 3 Defense (which would be rolling a '4' on Hydra or Necros' card)?

In Necros' case any time

Demon and Hydra is a bit different as they need a manager distraction to pull it off but it can be attempted on any pin.
