I am currently doing 2099 should I have all the matches involving gladiators at Aethra arena's or have them spread out throughout the galaxy

I say spread them out, but have your annual big PPV on Aethra. Maybe do an Aethran Ultimate Escape Match?

I think you should have the Gladiators battle through-out the galaxies giving it a bigger scope, but when you have events on Aethra it should be an all Gladiators matches on the card.

Athena arena would be good . But the whole Galaxy want to see the matches . Its like say Bret Hart just wrestling in Canada ?
