I do allow for a manager interference if a pin save attempt fails.

I would only do Manager Interference after a failed pin save for heel tag teams as a manager is usually the last to get knocked down in a may lay like that before a three count. They would hit the tag partner first and then bump the manager off the apron if he was trying to get into the match.

After a failed pin save. I go distraction first, if that fails then interference.
I give managers 1 distraction and 1 interference attempt.
