Commissioner Card

I have a commissioner card and would like some idea on how and when to use it.

I know that the feud table is used when a match ends on a set of doubles. I use the Bill Apter card that way too. Is there a similar method for using this card, or do you pull it out whenever you fancy?

Most commissioner cards are used when a suspension is warranted or when a wrestler wants a title shot. Sometimes there are other events on the cards, like special refs or on Charlie Cox, a heel encounter.
