Rubicon has no-showed a Super-Heavyweight Title Fight in my POW. How should this be handled?

Stripped of the Title & awarded to opponent.

Give him a warning and schedule a rematch on a special date (like a card it should not be defended at) preferably before the next title match should have come up on the schedule.
His opponent (if they can verbalize) brags about Rubicon being afraid to fight him until the title match. Run the rematch and you have anticipation over whether he will show or not.
If he doesn't show again, strip him and his opponent and the next top challenger fight. His opponent can be indignant over not being handed the belt/having his title win postponed.
If he does show and wins, his opponent can claim that there were unfair circumstances and what not. If he shows and loses, the opponent has a whole bunch of verbal ammunition and bragging rights.

Definately should be stripped of the title, but should be allowed to enter the tournament that will be used to fill the belt.
