This is unfortunate.
From ROH's webpage:
With the health and safety of Ring of Honor’s talent, staff and fans the company’s No. 1 priority during the pandemic, ROH enacted stringent COVID-19 protocols in conjunction with the Maryland State Athletic Commission.
As a result of pre-travel testing, the following performers will not appear at the Final Battle pay-per-view on Dec. 18:
Bandido EC3 Flamita Kenny King
All four performers are doing well and resting at home. ROH wishes them a speedy recovery and looks forward to their return to action in 2021.
All other ROH performers, production staff and general staff are safely in the ROH bubble after passing their second round of tests.
Changes to the Final Battle card given this development will be announced during Final Battle Hour One, which airs free from 8 p.m. to 9 p.m. Eastern on Best on the Planet, STIRR City, Facebook, YouTube, FITE, pay-per-view and for HonorClub members on ROHWrestling.com.

That is really unfortunate but.. it is the winter we are gonna be living in.
Been listening to their podcast and watching the weekly show, so, I'm getting this pay-per-view. Only $20. It'll be worth it for some Ian Ricaboni commentary. Guy is good and also a freaking awesome person in real life too.
(Double awesome if cards show up that day too.)

I gave ROH a shot with the pure tournament and really enjoyed most of it, but I'm not feeling this card.
RUSH/Brody King might be a really good match depending on how hard RUSH feels like working. The pure rules tag match is interesting but I really, really can't stand Rhett Titus and I don't think he's a guy who does this style of wrestling particularly well at all. Super happy to see Fred Yehi in a major promotion, that's long overdue.

I gave ROH a shot with the pure tournament and really enjoyed most of it, but I'm not feeling this card. Gotta agree. The lineup for this show is a dud.

-Tony Deppen vs. LSG vs. Dak Draper vs. Josh Woods to determine new contender for ROH TV championship
-Brian Johnson vs. Danhausen
-Fred Yehi/Wheeler Yuta vs. Tracy Williams/Rhett Titus in a Pure Rules Tag Match
-Jonathan Gresham vs. Flip Gordon for the ROH Pure Championship
-Matt Taven/Mike Bennett vs. The Righteous
-Dragon Lee vs. winner of the Fatal Four Way for the ROH Television Championship
-Jay Lethal/Jonathan Gresham vs. Mark Briscoe/PCO for the ROH Tag Team Championship
-RUSH vs. Brody King for the ROH World Championship
I like RUSH but I will be cheering for Brody King.

Hopefully the Pure Rules tag match delivers and RUSH decides he wants to have a wild brawl on his way out.

I'm so glad to get a RoH PPV tonight. Just nothing better after a long week.
Man, that tag team title defense was great. Zeke, I'm also rooting for Brody and really, REALLY, looking forward to some Ring-of-Honor-Hausen!

I will say, normally I don't miss the crowd, but I'm missing it with this PPV. Or maybe because I wish I was there, eh?
