Orrus in Current FED?

So I’m itching to use the Orrus card from Tournament of Champions in my current FED (I’m in Regime Change 2133) and looking for opinions. I keep pretty close to the storylines from the handbook most times, but as I don’t have a separate Legends Fed just now some of those guys creep in. So I have two ‘outlaw’ groups, one managed by newcomer Bobby Heenan (Avalanche & Long Riders) and the other by Rock Riddle (Texas Hangmen & Mysterious and Handsome Stranger). Riddle is still angry at Heenan for stealing Avalanche from his group, so maybe that is a good fit for payback?

What should I do with Orrus the Unstoppable?

While he is likely to appear in 2137, I voted loner.

Not familiar with him as I have not got the set yet. However as I understand it he is pretty strong. So my suggestion is also bring him in as a loner. I would to the Bam Bam Bigelow in WWF route. Meaning have all the managers/factions try to sign him. Then when he officially joins you can put him were cannon does or add him where you like.
