The first card i thought of is tye Kevin Steen card with his face covered in blood...Maybe all of SCUM from ROH ?

I have had a lot of fun with Jeff Cobb in a long term storyline with Shane Strickland. Try as he might, Cobb just couldn’t beat the King of Swerve. Eventually, he got so frustrated that he reached out to Karlee Perez who sent Mil Muertes out to attack Strickland and put him out of action for several months. After that, Muertes and Cobb have been operating as a monster tag team, managed by Perez. So I would suggest bringing in Jeff Cobb if you are looking for an unstoppable (or nearly so) heel tandem. Cobb and Muertes are two forces of nature - pairing them would spell loads of trouble for the rest of the fed... And speaking of Strickland, he was on my original shortlist while trying to decide who I'd want to kick off a new indy fed... Very cool ideas! Thanks!

I definitely would allow a few...maybe guys who would have a close association like Manny Fernandez, Vampiro and Juventud.

I'm of the opposite mindset. I'll use an occasional Indie card in my CWA/LOW fed (like Bryan Danielson currently), but I don't mix LOW guys in with my indie feds. except maybe as managers, and then I downgrade their wrestling stats (if they have them) with the "Coming Out of Retirement" chart.
I know it's tempting to use guys like Vampiro and Guerrero, but remember that these are older guys with cards in their prime. For me, that stretches my suspension of disbelief a little too far. Off the top of my head, the only card I would really consider using is the Kevin Sullivan manager card from that ROH set.

Most of the indy cards reflect them at some pointin their career and aren't necessarily accurate either.....Ricochet for example would likely be statted differently so I don't understand the suspension of disbelief.

I'd probably start with Best of Mexico, Rush, Bandido, and the Inspire Pro set so you have a good mix of styles and not have too many people on the roster since the shows are going to have four matches on them. I'd also think of having Konnan, Juvie, and Vampiro as part timers that only wrestle on big events.

It's a period thing. Ricochet is definitely statted differently on his card than he would be now, but at least he is contemporary to guys like, say, Mil Muertes and RUSH. 2014 (or whatever year he came out) Ricochet vs. 2019 Sammy Guevara...I can stretch my suspension of disbelief that far. 2014 Ricochet vs. 1990 Vampiro (or whatever year that card represents), not so much. But that is a personal preference, and if your mileage varies, that's cool.
