Candido is in Promoter Prime 2017.
The vast majority of those are considered LOTF cards not LOW but I definitely hope to see Lincoln, DP and Victor for Legends and Albright, Hunter and Harker Dirge for Indy sets in the future.

Hard to say how they would release Lacey and Rain. Victor was definitely intended for Legends of Wrestling not LOTF.
