I am watching the Royal Rumble 1989 when they announce the rules they said you are eliminated if you are thrown over the top rope and land on the floor they don't say that both feet must hit the floor and wonder when the rule was changed

Pretty sure it was first announced as a rule in 1995, when Shawn Michaels won after it looked like Davey clotheslines him over "but both feet did not hit the floor".

When you think about it, the rule helps even the playing field some. The large men, although not winning as much as one would think, have the advantage over small opponents in the ring but it flips outside. It is almost impossible for a large man to not land on his feet while the smaller guys can get crafty and avoid elimination and reenter the ring/match.
