I am looking to redo my fed with a smaller, more manageable roster and I was wondering what system do you guys use to cycle out wrestlers to keep things fresh? Thanks.

I’m 13 cards into a similar concept for my Indy Fed. I budgeted the roster so that there were 20 wrestlers with a dedicated tag partner and 50/50 of heels and faces, the 4 champions from the prior year (IC/Tag/World) and then 6-10 spots for roving talent that I either wanted as challengers or to prop other members of the roster for a few cards.
Sometimes I will divide talent into five stacks of where they can challenge ( IC, IC/Tag, Tag, Tag/World, World) to see what division is shallow or bloated and then incorporate spot matches between talent that have been on a losing streak or I’ve soured on (to paraphrase Cary Silken, “you’re not running Make A Wish”)
