Big Fed With Small Territories May 17, 2022 15:10:21 GMT -5

I'll be splitting my one big Rebel Wrestling fed into smaller "territories", and I'd like advice from promoters who have experience running small feds as part of a larger fed.
I'll have one World Champion, World Tag Team Champion, etc. But I'll also have "regional champions". I'm torn between doing Rebel Wrestling Southeast, Southwest, Mid-South, Mid-Atlantic, etc. or having "territories" with rosters based on WWF, NWA, AWA, ECW, etc. For those of you who have done this, how did you determine your "regional territories" and rosters? Do you put all the Vintage wrestlers, Hardcore wrestlers, etc. in one place, or do you split them up amongst the smaller "territories"? I know "It's up to you promoter", but I'd appreciate any advice from those who have been there & done that.
On an unrelated topic, I'm curious how other promoters have handled teaming up tag team wrestlers that never teamed in real life. Example: Chris Candido, Randy Rose & Jim Cornette(wrestler) were all released in Promoter Prime together. Let's say you decide to have them form a team. Do you use Candido's PRIMA DONNA PLUNGE--even though it's meant to be used with Tom Prichard only? What about all of Rose's Midnight Express double team moves & finishers? If you use them, they'd be a strong team, but if you re-roll since Rose isn't teaming with Dennis Condrey, then they run the risk of being jobbers because you're constantly re-rolling on a lower offensive level. I know "It's up to you promoter", but I'm just curious how others have handled this.
Thanks in advance for any advice and/or ideas you can give me!
